According to a Federal Register data collection request submitted by SSA on August 12, 2010, SSA looks to evaluate potential policy changes regarding the way the Agency offsets work income for recipients of Social Security Disability Insurance (SSDI). The Benefit Offset National Demonstration (BOND) program would be used by SSA to gather evidence about the effectiveness of new potential solutions which would calculate benefit offsets for SSDI beneficiaries who are attempting to return to work. Eligibility for Social Security benefits has lifted over 1.1 million children and 5.2 million adults under the age of 65 out of poverty according to research done by the Center on Budget and Policy Priorities (CBPP). [More]

Published in a Federal Register announcement July 22, 2010, SSA issued a Notice of Proposed Rulemaking which would allow the agency to change the manner in which claimants would seek to request further review of fully favorable and partially favorable decisions received at the hearing level of appeal prior to a face to face hearing being held. In many instances, these prehearing and attorney advisor reviews allow SSA to issue decisions in favor of the claimant’s disability without the lengthy wait for a face to face hearing. However, in the event a claimant still wishes to have a face to face hearing held, SSA is proposing certain changes to this review process which will further support their efforts to streamline administrative functions and eliminate undue confusion to the claimants. You may have heard of Social Security’s Ticket to Work program as a part of the larger topic of employment supports offered by the Social Security Administration (SSA) to recipients of disability benefits who wish to pursue employment while also receiving Supplemental Security Income (SSI) and/or Social Security Disability Insurance (SSDI) benefits. Social Security Administration (SSA) announced that on May 3, 2010 they entered into an agreement with the Administration for Children and Families (ACF) in the Department of Health and Human Services which provides a link between Temporary Assistance for Needy Families (TANF) administrative data and SSA’s disability data for research purposes.
